New training tools are used for European civic education. Embracing an initiative of the European Parliament, the European Commission’s Taxation and Customs Union Directorate-General - DG TAXUD - launched the project TAXEDU - "Digital Tax Education for young people in Europe" (https://europa.eu/taxedu/).
The project is meant to improve tax education for European children, teenagers and young adults. Information is conveyed through games, e-learning material and microlearning clips so that European youngsters can learn about tax in its different forms in a fun and engaging way. The teachers’ corner offers resources, tips and tricks on teaching in schools about tax and its benefits.
“Information that is typically dry, regarding taxation and fiscality, is transformed by smart e-Learning scenarios into games and friendly interaction. This is a best practice example of how the EU should democratize information and keep its citizens informed, and I am proud that a Romanian MEP led the way in this initiative”, says Victor Negrescu, currently Romanian Minister of European Affairs, who pioneered the initiative in his previous role as Member of the European Parliament.
Aiming at teaching young Europeans in a smart way about taxes and their purpose, a web portal was developed in 22 EU languages with e-learning resources, videos, links to national information websites and educational material for teachers to use in schools. Moreover, a game – called TAXLANDIA – was included. In this game, players have to manage public finances and make decisions about tax collection and expenditure.
The project was led by the European Parliament and the European Commission (DG TAXUD), while national tax administrations participated. Most importantly, young Europeans were consulted during the creation of this site, and provided feedback on its learning content. The platform was built by a consortium consisting of SIVECO Romania – as leader - and INTRASOFT. The project is part of the framework contract signed a year ago by the consortium with DG TAXUD.

Education is an investment in the future, the first investment in the future and we are investing in young people to ensure a more positive approach to taxations. A slogan of our initiative says: Tax builds our future!”, says Pierre Moscovici, European Commissioner for Economic and Financial Affairs, Taxation and Customs During the launch event of the pilot project that took place at Bibliotheque Solvay in Brussels, a comprehensive live demo of the new TAXEDU portal showed how the platform is working.
“We are very happy to see the interest of the young generation for responsible citizenship. It is our duty and privilege to find the best way to give them motivation and information to understand tax. And as they are native technology users, of course this seems to be the best way of communication” says Emilian Pavel, Member of the European Parliament. The portal is available in all European languages and the TAXLANDIA game can be also downloaded as a mobile app.
